NOTICE TO THE MARKET

Telefônica Brasil S.A. informs that Vivo S.A., its wholly?owned subsidiary, and AINMT Holdings, the Scandinavian telecom service provider which operates in Sweden, Norway and Denmark, have signed an MoU to explore establishing a partnership to build a complementary LTE network on the 450MHz frequency band. The aim is to offer voice and broadband services, primarily in rural areas where Vivo owns the 450MHz spectrum.
